BiPSU and 22 SUCs Launch The E-ntelligent Shift for Green Stewardship

Naval, Biliran — In a landmark move for Philippine higher education, Biliran Province State University (BiPSU) officially launched "The E-ntelligent Shift: A Consortium for Green Knowledge Stewardship" on February 26, 2026. The initiative, a visionary project of BiPSU President Prof. Victor C. Cañezo, Jr., unites 22 State Universities and Colleges (SUCs) under the guidance of CHED Commissioner Dr. Michelle Aguilar-Ong to harmonize digital innovation with environmental responsibility.

The centerpiece of this consortium is the groundbreaking "One-Hardbound Thesis and Dissertation Policy". This policy fundamentally restructures research archiving across the 23 partner institutions by: first, Ending redundant printing- shifting to a digital-first, paperless submission process effectively ends the era of excessive physical printing; second, Minimalist physical archiving: Only one physical hardbound copy is now required for official university archives; Third, Digital-first workflow: Institutions will prioritize high-security digital repositories to ensure research is more accessible and searchable; and lastly, Environmental impact- the shift is estimated to save millions of sheets of paper annually, significantly protecting national forest resources.

The virtual Memorandum of Understanding (MOU) signing featured a symbolic "Green Canopy," where participating SUC Presidents including Dr. Sherifa Rohannie K. Adiong, the President of Adiong Memorial State College utilized Zoom backgrounds showcasing prominent trees from their respective campuses. This gesture represented a shared commitment to preserving the natural landscapes of these learning centers.

The ceremony coincided with President Cañezo’s State of the University Address (SUA), where he emphasized that the shift is a "cultural transformation" proving that academic rigor and environmental stewardship are not mutually exclusive.

CHED Commissioner Dr. Michelle Aguilar-Ong lauded BiPSU’s leadership, noting the initiative's alignment with the Commission's push for Smart Campuses. The consortium is expected to serve as a national blueprint, potentially influencing policy shifts in higher education institutions across the archipelago.
